Adelante’s team successfully concluded the evaluation of 10 years of the French support to improve developing countries’ financial governance (period 2006-2016). This complex, multi-institutions evaluation focused on the countries receiving Official Development Assistance (ODA). It was done in collaboration with the French Ministry of Foreign Affairs, the French Ministry of Finance and the French Development Agency. 

Our team of 5 evaluators followed an evaluative approach based on qualitative and quantitative analysis. If the wide variety of contexts and situations analysed makes it difficult to draw general conclusions, it globally appears that French support is more efficient when articulated with the action of other actors. 

The analysis presented by Adelante has allowed an exercise of co-construction of recommendations from the evaluators and actors involved in the evaluation. It gave way to the formulation of reflections and potential improvements to feed the French strategy in terms of support to financial governance to the beneficiary countries of ODA.
