Do you know what a Climate Public Expenditure and Institutional Review (CPEIR) is? It is a diagnostic tool to assess opportunities and constraints for integrating climate change concerns into the national budget allocation and expenditure process.

Between March and July 2018, we successfully supported Benin Government to integrate climate aspects into the country’s budget allocation. As a result, we created a tool to collect information related to Climate Change in 3 pilot Ministries. We also defined a series of indicators to monitor and evaluate government’s performance in terms of climate expenses. 

We are now starting a second phase of the project, commissioned by the German agency GIZ, in which we will analyze the sensitivity of the state budget to climate change and strengthen the proposed tool for integrating climate change into the national budget.

Adelante’s team will travel to Benin and re-engage with local stakeholders to secure their backing of the initial proposal.
