Adelante’s team was hired by ReSPA (Regional School of Public Administration – Montenegro) to tailor-make trainings for civil servants with the objective to their Sector Budget Support (SBS): to make it real we simulated using a game approach. Our training was focusing on effective learning for adults in their work context and practical skills developed beyond concepts: the participants had to design, implement and monitor the Sector Reform Contract. 

The game exercises and final evaluations demonstrated assimilation of the concepts and tools, and the ability of the participants to use them, and interact with others. Many of the participants emphasised the policy dialogue as a key “mechanism” all along the design and implementation, and the sector monitoring as the pinnacle of implementation. 

Participants enjoyed the new techniques used, engaging their active participation, discussion and was responsive to their difficulties.
